CFATF Secretariat

Ms. Dawne J. Spicer is the Executive Director of the Caribbean Financial Action Task Force (CFATF) Secretariat. An Attorney-at-Law by profession, she has over thirty years of experience in the fields of Anti-Money Laundering, Countering the Financing of Terrorism, and Countering Proliferation Financing (AML/CFT/CPF).

Ms. Spicer has served with the CFATF Secretariat for more than 25 years and has participated in all four rounds of Mutual Evaluations of CFATF Member jurisdictions, both as a Head of Mission and as a Legal Assessor. She also delivers training on all aspects of the Mutual Evaluation process and has played a key role in strengthening the region’s AML/CFT/CPF framework.

Over the course of her career, Ms. Spicer has been actively involved in the work of the FATF Global Network, including serving as Co-Chair of the FATF Global Network Coordination Group (GNCG). She regularly participates in CFATF and FATF Plenary meetings and contributes to project teams addressing key AML/CFT/CPF issues. In addition, she has been involved in various initiatives focused on matters such as financial inclusion and has delivered numerous presentations on a broad range of AML/CFT/CPF-related topics at regional and international forums.
